Introductions
The Malta Permanent Residence Programme (‘MPRP’) is a government-approved scheme that offers non-EU/non-EEA/non-Swiss citizens the opportunity to obtain permanent residency in Malta. The programme was launched in 2021 by virtue of Legal Notice 121 of 2021 and has been updated by LN 146 (2025). Provided that an accurate and full application is submitted, the Programme promises a processing time of 4 to 6 months which is quite valuable for applicants who wish to make Malta their second home.

Key Qualification Requirements
To be eligible for the MPRP, applicants must meet the following criteria:
- Applicants must be a non-EU/non-EEA/non-Swiss citizen
- Applicants must be at least 18 years old
- Applicants must be a fit and proper person with no criminal record, have a valid travel document as
well as International health insurance that covers the applicant and any dependents against all risks
across the whole of the European Union - Applicants must have a stable income and be economically self sufficient
- Applicants must have a minimum of €500,000 capital assets of which at least €150,000 must be
financial assets or have a value of €650 000 out of which a minimum of €75 000 shall be in the form
of financial assets as the Agency may consider appropriate in its sole discretion. - Applicants must purchase a qualifying property for a minimum of €375,000 in Malta or located in
Gozo OR; - Applicants must rent a qualifying property for a minimum of €14,000 per annum in Malta or in Gozo.
- Applicants must hold the qualifying property for at least 5 years
- Applicants must not be benefiting from any other Maltese residence or beneficial tax scheme in Malta
Application Process
The application process for the MPRP involves several steps. Here is an overview of the process:
- Applicants are required to submit their application through a licensed agent
- Applicants must pay a non-refundable administrative fee of €60000, €15 000 of which within two
months of the application - Applicants must pay a contribution to the Government of €37,000 within 8 months from the issuance
of the Letter of Approval - Applicants must pay an additional €7,500 must be paid for each additional adult dependant
- Applicants must give a donation of at least €2,000 to a philanthropic, cultural, scientific, artistic, sport
or animal welfare NGO which is registered with the commissioner of voluntary organisations.
